Hey! I started coming up with all sorts of suggestions, so I'm going to post them here in one big list. If I come up with any later, I'll add it. If any one else has suggestions or wants to argue or agree with any of these suggestions go ahead and post here!
1. A suggestions and questions board. For member suggestions, polls, and any confusion about the site that members might have.
2. A dormitories board. Many characters live in the dormitories of the Populaire, and it follows that they should have a place to stay.
3. An activity check. Just to clean out some of the hang-on members that joined months ago and never posted a character profile, or such.
4. A less feminine layout as main public theme for guests. We want to portray the romance and the terror of the story while attracting both male and female members. The pink and the flowers might deter the former from joining. The layout is wonderful and should be kept, but maybe not as the one that appears as a default to guests.
5. The "Voice Claim" and "Victorian Reference" boards to be moved to a more accessible area, such as "Rules and Plot" or "Your Character's History" boards. They are relevant to the site and potentially helpful to the members, and it makes more sense if they are kept in the informative boards. My post on the heritages of titled characters could be moved to the character profiles board.
6. The renaming of "Your Character's History" to "Character Profiles" for a more general approach. It is not only "your" character's history, but the entire stew of information on all of the characters on the site.
7. Granting of some moderation powers to very active and trustworthy members in the case that admins are busy or away. Sometimes the admins go away for a while to take care of their lives (lucky people actually have them! Imagine that) and the beautiful blooming site suffers a little for it. I would suggest Liana, Jen, Mori, Miyu or I because we are on very often. I log in every day under normal circumstances, and I am pretty sure that Liana and Jen do as well.
8. Changing of basic icons such as the ones at the top of the page (ie 'home' and 'profile') to more theme-oriented bits. There is also the little rank stars, folder and thread icons. If the admins agree to do this, I would volunteer my services!
9. A set time progression. This has been bugging me mostly because I have a character who is set to die in about six months and a two year old girl who has to grow up over time. Lucien is four and will grow up, too, and Hana is preggers, so how long is nine months? It could be different for adults and children (because this is our roleplay and we can do what we want!) so that children can grow up while our adults don't get too old too fast, or not. It can be based on post or thread numbers so that the more a person posts the more time is assumed to progress. Or it could just be based on real time, such as four months our time equaling a year in their time. I can work this all out mathematically so that the character's birthdays and such work out just fine and can be noted when they come to pass. I think that this issue should be openly discussed among the members here.
10. Cleaning up old threads in a very organized manner. The archives ought to be organized into in-character and out-of-character threads. The general board especially needs to see a spot of cleaning.
11. Activity requirements for canon and/or extremely important characters such as the Phantom, Christine, and the Leroux brothers. If they go inactive, that's a big problem. There should be a certain time of being inactive at which they are sent a warning by email, then a set time later if they have not become active again their character is auditioned for and given away. It's harsh, but I think it's necessary.
12. Clear rules regarding sexuality in character. Is it allowed or not? Is it a "M" for mature in the name required? I recommend that sexuality be allowed to a certain extent (not to the point of pointless pornography) and that if it is present in a thread, an "M" for mature be required in the title. It is a grown-up story and we are all grown-up enough here to handle it, I think.
13. A clear indication of who the current diva is (Christine, I'm guessing), who the current leading man is, and what production is being rehearsed or performed in the plot description. Right now many of the members have agreed that Christine is the current diva, Marius the leading man, and Romeo et Juliette is being rehearsed.
14. A cast list for Romeo et Juliet!
15. A staff and patron list with links to profiles for easier examination of characters. For example:
Vocal Director - Formorian Carlisle
Seamstress - La Muta
Members of Chorus - Liana Marceau, etc
Corps du Ballet - Victoire Leblanc, etc
16. The completing of organization of all members into colour-coded classes so that no one is left confusingly 'white-named'. You can't tell if they are stage-hands or seamstresses!
17. The addition of a side table to the site layout, as suggested by Nate, with a system of male/female characters and couples of the month. Oh, and a music playlist would be much fun!
18. Measures to keep our male/female ratio even. I have several ideas for this that can be fun in the roleplay.

A thread containing post and profile formatting suggestions/lessons, such as creating margins, editting text size and colour, etc. Also, I think that it would be absolutely wonderful to get people to turn their sig pictures to links to their character profiles, and let them know that the best-looking width for sig pics is 567 pixels (easy to remember) at 72 pixels per inch because of the way the line dividers are broken up.
